Links each unique source in vmcSource to each band-merged epoch in vmcSynopticSource

Epochs may include a measurement (synSeqNum>0), but will still be linked
to epochs without measurements (synSeqNum==-99999999) if the frame overlaps
the source position. Within each epoch each filter may or may not
have an observation and may or may not have a measurement.

Required constraints:
Primary key is (sourceID,synFrameSetID)

(synFrameSetID,synSeqNum) references vmcSynopticSource(synFrameSetID,synSeqNum)n
